Em 2 de março de 2006, o governador Geraldo Alckmin, o Secretário João Carlos de Souza Meirelles e a Diretora-Superintendente do Centro Estadual de Educação Tecnológica Paula Souza – CEETEPS, Laura Laganá, inauguraram o Campus da Zona Sul. Neste campus são instalados a nova Escola Técnica (ETEC) Zona Sul, a época, e a nova Faculdade de Tecnologia (FATEC) Zona Sul.
A inauguração aconteceu após Alckmin publicar o Decreto de Criação nº 50.626, de 30.03.2006, e publicação do Decreto de Criação da FATEC. Com isto, a Etec passa a ser a 134ª Escola Técnica Estadual do Centro Paula Souza, a maior rede de ensino técnico e tecnológico da América Latina.
A Etec, construída em uma região carente de ensino público e de qualidade, oferece cursos técnicos de Administração, Eletrônica, Enfermagem, diferentes modalidades de Ensino Médio e cursos modulares EAD, além de atender Programas de Qualificação do Governo do Estado.
A partir de 2009, anexou 5 extensões, fruto de parcerias com a Secretaria Municipal de Educação. Em 2018, passou a responder apenas por 3 dessas extensões em EMEFs e incorporou uma nova extensão na E.E. Natércia Cremm de Moraes Pedro, em Itapecerica da Serra.
A unidade escolar localizada no Campus Zona Sul passou a se chamar Etec Carolina Carinhato Sampaio através da Lei nº 16.911, de 28 de dezembro de 2018, publicada em Diário Oficial. Carolina Carinhato Sampaio foi uma aluna de destaque do Ensino Médio da unidade, tendo estudado de 2009 a 2011 na Etec. Seu precoce falecimento aconteceu em julho de 2015, quando a jovem tinha apenas 21 anos. A cerimônia de entronização em homenagem a patrona foi realizada em maio de 2019, data em que a Etec recebeu a nova placa de identificação com o nome Etec Carolina Carinhato Sampaio.
